Why do we get posting from other Cities, states countries

There should be a place where we can go and post a complaint about an ad that is not from our county. Most of the pet ads we see are from Cameroon. They say the pet is free but it will costs you to have it shipped to you.
Then there are those ads that are there and then they are gone and we don't know why. I think people are flagging them by mistake. They think they are flagging them to watch. My husband almost did it the other day.

There should be a place to post information on an ad to be avoided and why not just take the ad out, they just post again. We waste our time and get our hearts hurt.
